Apparently the city of Blackpool, England is having a problem with horse shit. The town is known for its horse drawn carriages, but not its horse crap, which is all over the place. The Blackpool Council got together and came up with the perfect idea.

In June they made it a condition of the operators' license that all horses should be fitted with the nappies, or dung catchers.

Thank God they said "nappies," or I would have thought they were being forced to hire a dude to catch the shit. But there are more problems, it seems some carriage drivers are not buying the diapers.

"There are however some owners who seem not to have taken on board the spirit of what we are trying to do in Blackpool, and who still insist on not fitting the manure traps correctly.

"The council has no wish to take enforcement action against the landau operators, but we will have no alternative in the event of non-compliance."

Oh, shit. The drivers could lose their lisences. But the horses will still be ashamed, no matter how this works out.
